Main Purpose of Job

Sharing a portfolio and working closely with a more senior analyst, to provide policy-focused research, analysis and advice about: the politics, processes and key policy areas of two Euro-Atlantic security institutions (NATO and the pol-mil elements of the OSCE); key cross-cutting defence or international security themes, e.g., deterrence; strategic and emerging threats, e.g., hybrid, space; the UK’s existing and evolving bilateral and multilateral defence arrangements with partners in the Euro-Atlantic region and beyond; other security and defence issues as and when required. The role is integral to the policy-making process, with most work done at the direct request of policy customers, in response to or in anticipation of, specific policy needs.

Roles and Responsibilities

This job is located within Defence and International Security Research Group (DISRG), a small, highly motivated team of all-source analysts with deep subject-matter expertise in defence and international security. Our primary policy customers are in the Directorate for Defence and International Security (DDIS) but we work across the FCO and with other Government Departments to provide expert research, analysis and advice where it is required.

Our main role is to deliver expert research, analysis and policy advice on two Euro-Atlantic security organisations and a range of defence and international security issues.

Our main areas of responsibility include:

• The politics, processes and core policy areas of NATO and the pol-mil elements of the OSCE.

• The Euro-Atlantic security architecture,including debates about the functioning of existing structures and wider debates about trans-Atlantic security relations.

• The UK’s existing and evolving security and defence relationships, e.g., bilateral and multilateral arrangements with like-minded and capable nations in the Euro-Atlantic area and those beyond;

• Strategic and emerging threats, e.g., hybrid, space.

• Key themes in defence and international security, e.g., use of force, deterrence, trans-Atlantic security relations.

• Other defence and international security issues, as and when required, e.g., Private Military and Security Companies.

Defence and international security can be unpredictable so flexibility and an ability to develop new areas of expertise within the broad field of defence and international security, sometimes at short notice, is essential.

Particular features of the job include:

• An integral role in policy-making – providing expert policy advice, expert opinion, and detailed research to meet specific policy needs. Most of the work will be directly customer-driven.

• Working with/to people at all levels, from desk officers to Directors, Ambassadors and Ministers.

• Working collaboratively with colleagues, across the RA cadre and with other analytical groups in HMG whilst utilising pre-existing expertise and perspectives.

• Producing work to tight deadlines, e.g. providing advice via e-mail, answering specific questions, commenting on others’ drafts etc. Periodically digging deeply on specific areas where policymakers require in-depth research (such output usually consisting of focused 5-6 page papers).

• Varied work, e.g. researching past precedents, offering expert policy advice, solving a problem or predicting future trends.

• Responding to changing priorities, sometimes at short notice, and being flexible in the type and length of work that needs to be produced (short/long pieces, quick/long deadlines, written/oral briefings).

• Cultivating and maintaining a network of contacts in the UK and overseas, in order to access high quality and accurate information. Attending conferences in the UK and overseas in order to maintain contacts and keep in touch with the latest relevant research. Carrying out regular research visits.

• Assisting in the development of institutional memory and a long-term perspective on events, including by maintaining a well-organised archive of research material.

Minimum Criteria

• The successful candidate will either have, or be close to obtaining, a PhD in a relevant discipline – for example, International Relations, War or Strategic Studies – <b,u>and</b,u> on a subject within these disciplines relevant to the themes covered by Defence and International Security Research Group – by the time the appointment begins

• Hold a relevant Masters-level qualification as above <b,u>and</b,u> have significant experience of relevant professional experience, e.g. in one of the two multilateral organisations covered by Defence and International Security Research Group (NATO, pol-mil elements of the OSCE), a non-governmental or private sector organisation, think-tank or academic institution.

• Demonstrable expertise on those defence and international security issues covered by Defence and International Security Research Group and a proven ability to develop new areas of expertise within the field of defence and international security.

• Research skills, particularly the ability to identify and solve problems, finding, sifting through and evaluating large quantities of information to provide well-evidenced and accurate answers.

• Excellent written and oral communication skills, particularly the ability to set out answers to complex problems clearly and succinctly for a non-specialist audience.
