Public Affairs Manager

Primary Role

Deliver public affairs support across the UK business, reporting to Public Affairs Lead, UK&I. Responsibilities include: implementing brand public affairs programmes, supporting responses to Public Affairs issues, monitoring and shaping the political and policy environments, and trade association engagement.

Essential Functions

Responsibilities

  • Executing UK public affairs strategies to support UK Business Units in achieving market access and uptake
  • Developing policy positions which facilitate a favourable operating environment for Shire
  • Proactively engage with Government, NHS and other stakeholders on key policy issues
  • Responding to consultations on behalf of the business to articulate policy positions
  • Representing Shire on industry association groups etc
  • Ensuring that Shire’s positions are positively represented to key stakeholders
  • Identifying, analyzing and tracking key pharmapolitical developments and effectively communicating to internal/external stakeholders
  • Serving as strategic advisor in strategic planning processes, particularly in relation to policymakers, payers and patients
  • Actively participating in various coalitions and working groups in support of Shire’s policy agenda
  • Maintaining a network of influencers and decision makers to bring external insights and intelligence to Shire’s decision marking
  • Working in the devolved nations, particularly Scotland, to achieve Shire’s public affairs and policy ambitions
  • Briefing senior colleagues, including the UK General Manager, to ensure that they are able to articulate Shire’s policy needs in stakeholder outreach programmes

Education & Experience Requirements

  • A track-record of successful policy development and policy influencing in the healthcare/pharmaceutical space, likely to have been delivered in
    • The UK affiliate of another pharma company
    • a UK public affairs agency
    • a third sector organization
    • directly in Government
  • Experience of translating business needs into policy positions, negotiation with internal and external stakeholders in developing these
  • Strong understanding of the NHS political and policy context in England, with understanding in Scottish political system
  • Educational requirements – good degree at undergraduate level (or other equivalent academic qualification)
  • At least 3 years’ experience in a relevant public affairs role (agency or in-house)
  • Experience of supporting and briefing senior colleagues on complex policy issues

Key Skills and Competencies

Understanding of basic health economics principles and good knowledge of HTA processes

  • Strong attention to detail and an ability to write clearly and concisely about complex issues
  • Ability to work both independently, and as part of a team
  • Ability to use appropriate levels of assertiveness and diplomacy when dealing with all levels of the organization and external contacts
  • Ability to work collaboratively within a corporate environment to achieve company goals
  • Commercially minded and is able to translate their performance into tangible and demonstrable outcomes
  • Excellent communicator with strong written and verbal presentation skills
  • Aptitude for problem solving and solutions-orientated approach to working
  • Strategic thinker, able to develop robust public affairs strategies based on insights from developments in the political, policy and life science sectors
  • Must be able to work in a fast paced environment with demonstrated ability to simultaneously manage multiple competing tasks and demands.
  • Strong interpersonal skills; position continually requires demonstrated poise, tact and diplomacy.
  • Must be able to handle confidential information and issues effectively and without breach of confidentiality
  • Working knowledge of the ABPI Code of Conduct

  • External: Political stakeholders across the UK including both elected and appointed representatives and civil servants at Parliament and the devolved administrations, patient advocacy groups, professional associations, industry and trade associations, healthcare think tanks, and other third party influencers impacting health policy in the UK
  • Internal: European, International and Global Public Affairs, All BUs, Commercial Operations, Sales and Marketing Management, Legal, Regulatory, Medical, Supply Chain, Corporate Communications, Investor Relations

Other Requirements

The role may require occasional domestic and international travel
