He is calling on liberal states to make sure that they do not turn themselves into closed societies for fear of foreign influence. How could this be ensured? The first order of business must be to disrupt the all-too-smooth links between authoritarian states and their enablers among Western elites, says Brenner, as well as to regulate the one-sided openness that allows authoritarians to influence liberal democracies. The case of Bell Pottinger, however, shows that things are not that easy. Transparency requirements, regulations, and campaigns to build public awareness can help, but Brenner suggests we should make more use of one of democracies’ key advantages: critical public debate.
